Session organized in the framework of Urban October, under the leadership of the UCLG Policy Council on Opportunies for All, Culture and City Diplomacy: Keys to Sustainable Development and Peace.
🎯 Description: The Policy Council on Opportunities for All, Culture and City Diplomacy addresses, apart from the titular issues, roles such as transparency and local economic development. Building on the meetings in 2021, the meeting of the Policy Council in the framework of Urban October will introduce critical topics such as connecting in a stronger manner the peace and the equality agendas; exploring the future of work and the challenges of the ecological transition, and calling for culture to be acknowledged as essential in building back better and indispensable to ensure sustainable development and peace.

Session organized in the framework of Urban October, under the leadership of the UCLG Policy Council on Territorial Multilevel Governance and Sustainable Financing.
🎯 Description: The Policy Council on Territorial, Multilevel Governance and Sustainable Financing addresses key priority issues for the World Organization, including governance, decentralization and territorial cohesion. Building on these and on the outcome of the meetings held in early 2021, the meeting of the Policy Council organized in the framework of Urban October will explore critical topics that could feed into the UCLG Pact for the Future. These include: emergency multilevel governance, the relationship between multilevel governance and capacity building, transparency and local democracy as tools to strengthening governance, tax justice, the governance of recovery plans and fiscal stimulus packages, as well as the potential of national financial markets and the catalytic role of Subnational Development Banks.

Session organized in the framework of Urban October, under the leadership of the UCLG Policy Council on the Right to the City and Inclusive Territories.
🎯 Description: The Policy Council on the Right to the City and Inclusive Territories is an essential mechanism to advance UCLG members’ conversation on the right to the city. While continuing to address key priorities such as shifting the narrative around migration and the right to housing, this mechanism is now set to explore a wider emerging agenda: from renewing approaches to equality and accessibility to advancing a new generation of rights. In the framework of Urban October, this meeting of the Policy Council aims to review the issues previously addressed by the Policy Council, such as violence against women and girls, human mobility and universal accessibility along with a series of thematic proposal on how the Council could focus its work towards the Pact for the Future.

Joint session co-organized in the framework of Metropolis Congress, under the leadership of the UCLG Policy Council on the Implementation of the New Urban Agenda.
🎯 Description: The Policy Council on the Implementation of the New Urban Agenda, launched at the UCLG World Council in November 2020, aims to look at the challenges and opportunities associated around the implementation of the New Urban Agenda, a critical corner stone for the development agenda and for the achievement of empowered, inclusive and resilient cities and territories. The meetings held in 2021 allowed the Sherpas and Policy Councilors to discuss concrete proposals for its agenda, based on the mandate inherited from the Quito Outcome Document at Habitat III, acknowledging the role of local and regional governments in the review and follow up of the New Urban Agenda.

Organized in the framework of COP 26 Local and Regional Governments Day.
🎯 Description: The Policy Council on Safer, Resilient and Sustainable Cities, Capable of Facing Crises promotes exchanges on the responses to periods of instability, highlighting the role local and regional governments can play in carrying out an ecological transition towards global resilience. In the face of the COVID-19 pandemic, the Policy Council considers an extended concept of resilience, which also takes into account the social and community needs, as well as public service provision, economic development and care.
The meeting will take place virtually during the Local and Regional Government's day of the UNFCCC COP26, stressing the links between climate and health, and will address the urgent transformations required to ensure a safe, inclusive and resilient world for current and future generations.

🎯 Description: The Presidency is the political leadership of UCLG and represents the World Organization as a whole. The Presidency regularly meets to discuss the political orientation and institutional issues.
🎯 Description: The first meeting of the World Forum of Regions will promote debates and exchanges on the fundamental role of regions in promoting a territorial vision of global agendas, and how urban, territorial and global phenomena overlap. This inaugural session of the UCLG World Forum of Regions will allow a discussion on the innovative practices and unique contributions around three main thematic blocks that had been defined in consultation with member regional governments, and compose the agreed Roadmap:
- Territories as integrated ecosystems, care at the core for a sustainable and equitable recovery;
- Territories to advance, together for a sustainable future;
- Resilient and green territories, ecological transformation, the key to the future of the planet.

🎯 Description: The Executive Bureau, which gathers twice a year, is composed of 116 political representatives nominated from all world regions. The Bureau is responsible for initiating proposals and carrying out the decisions of the World Council. It is in charge of the World Organization’s administrative and financial management and prepares the ground for the content of the meetings of the World Council. The Bureau also makes recommendations about international processes and policies, and the production of policy papers.

🎯 Description: The World Forum of Regions will be an opportunity to share experiences, policies, priorities and proposals to move towards joint action at the international level, based on the perspective of regional territories and governments. The UCLG World Organization, sections and sister networks have combined efforts in the past years to strengthen the engagement and recognition of regional governments in the global context. This session will address the impact of a common international voice of regions across different thematic agendas. Recommendations and joint key messages will be considered to improving collaboration, international presence and to include in the draft outcome declaration of the Forum.

Open Policy debate organized in conjunction with Smart City Expo World Congress.
🎯 Description: Local and regional governments and our municipalist movement have come to understand the concept of "smart cities", and that of smart territories, as more than the use of technologies to carry out more efficient service provision.
For the municipal movement, this concept has evolved, with the understanding that being "smart" is more than just about having technology and using it, but rather speaks to the potential of using this technology in ways that benefit our communities. Only by harnessing technology with the wellbeing of our communities in mind can we ensure an equitable recovery, and develop the breakthrough scenario that will make our cities and territories pillars of the common agenda identified by the UN Secretary General.
This session will address the different aspects of what it means to develop smart cities and territories in the urban era, building on the need to bridge the urban-rural divide, and shaping technology as a tool to benefit our populations and enabling us to rise up to the challenges of the Common Agenda.

🎯 Description: The objective of the “International Award UCLG - Mexico City - Culture 21” is to recognize leading cities and personalities that have distinguished themselves through their contribution to culture as a dimension of sustainable development. The Award reaffirms the leadership of Mexico City in the relationship between culture and sustainable development, and the commitment of UCLG to place culture as a fundamental dimension of sustainable cities through the Agenda 21 for Culture. The Award has two categories: City, Local or Regional Government and Individual.

Statutory meeting.
🎯 Description: The World Council is composed of 342 political representatives nominated from all world regions. It is the principal policy making body of the World Organization. It meets once a year to decide the World Organization’s policies and ensure that general policies are implemented. The World Council takes decisions on internal affairs, such as the approval of the work plan and strategic priorities of the Organization, the approval of the annual budget and accounts submitted by the Executive Bureau, issues related to membership. As per the recommendations of the Executive Bureau, the Council might also be called upon to approve policy papers and publications produced by members of UCLG, and it is informed of any relevant international processes.
The Policy Debate of the World Council will address how the municipal movement can contribute to the UN Secretary-General's Common Agenda, and the ways in which the world needs to transform in the coming yeas with a strong component around the future of human rights.

Open Session with UCLG UBUNTU Advisors, organized in the framework of the Smart City Expo World Congress.
🎯 Description: Local and regional governments are endeavouring to build on the lessons learned from the pandemic and the demonstrated essential role they play in protecting our communities and our world.
Public service provision has been the backbone of health measures, caring for people to ensure no one and no place is left behind. For the municipal movement, it has never been clearer than now that a new social contract is needed. One that puts people (feminism), planet (ecologism) and government (municipalism) at the heart of our recovery and achievement of the global agendas. This is the Pact for the Future and its three axes.
This session will count on the presence of the UCLG-UBUNTU Advisors and the UCLG Presidency to explore key issues to be covered by the renewed social contract and provide policy recommendations to guide the development of the Pact in preparation for the great reset.

🎯 Description: 2021 marks five years since the adoption of the New Urban Agenda at the Habitat III Conference held in Quito. Many advances and transformations have been launched since then, particularly on the importance of considering territorial approaches, urban-linkages and multilevel governance.
