Cooperation is in the very DNA of the international municipal movement UCLG represents. The discussions within the context of the Live Learning Experiences and the UCLG Decalogue for the Post COVID Era recognize that solidarity is a beacon of security and, more than ever before, cooperation among local and regional governments but also their contribution to the international development policy are critical to achieve the global goals. In this light the World Council mandated the Working Group on Capacity and Institution-Building to renew the Policy Paper on “Development Cooperation and Local Government” in order to reflect the changing context and reiterate the commitment of the World Organization to international action.
This thematic session will link the process of the development of the policy paper with the discussions at the Policy Councils starting from the Policy Statement tabled at the Bureau which will articulate the longer paper to be launched later this year.

The UCLG Committee on Social Inclusion, Participatory Democracy and Human Rights has brought together local authorities for twenty years to co-create local approaches to human rights. In this effort, members aimed at putting inhabitants and their needs at the heart of cities in order to build fairer, more sustainable and solidary territories: this is a vision based also on the right to the city.
As the world continues to face the pandemic and its consequences, what added value does the rights-based approach offer to local responses to the current challenges? What existing experiences of member-local governments can be showcased in the context of responses to the crisis, as a way to bridge local and global realities? How to strengthen and make more visible the international movement of local and regional governments in favor of human rights, both as a response to the construction of a “new normality” and to offer concrete alternatives to the challenges of the current and future crisis?
These are questions that many of the local experiences and practices carried out by the members of the UCLG-CSIPDHR Committee address, dealing with a wide range of issues such as the fight against inequality, discrimination, access to fundamental rights, the democratic crisis....
This meeting will be an opportunity to put the initiatives and activities of members and partners in common, and to discuss the actions and events to be taken by the Committee in the coming months - in particular, those related to the celebration of the tenth anniversary of the adoption of the Global Charter Agenda for Human Rights in the City by UCLG and the launch of a review process of the Charter.

Against the backdrop of unprecedented transformations, human mobility has been acknowledged by the UCLG World Council as a key axis of the Pact for the Future. Building on the legacy of the Charter-Agenda for Human Rights in the City, the Marrakech Mayoral Declaration and the Durban Manifesto on Migration, as well as on the UCLG Regional voices, namely the Charter of Subnational Governments of Africa on Migration and the Gaziantep Declaration, UCLG works to shape a global voice that fully represents our values, our diversity, our hopes and our strength as a network.
As a Councilor of the Political Council on the Right to the City and Inclusive Territories, the Mayor of Lampedusa proposed to take a further step towards the co-creation of an inclusive process reflecting the visions of all parts of the network and amplifying their voice in global processes. Built in co-creation with partners and members the Charter aims to be launched at the occasion of the World Migrants Day, 18 December 2021 after adoption by the World Council.
This thematic session will link the process of the development of the charter with the discussions of the Policy Councils. It will address the thematic axes of the charter based on the proposed paper submitted to the Executive Bureau.

The COVID-19 pandemic has made clear beyond any doubt that our rights, our human interactions, and our relationship with the built environment can be strongly affected by digitalization.
Whether it be through increasing issues related to the right to privacy or data collection, through the effect of teleworking on our cities and territories, or through the effect of online tools for participatory democracy on governance, the changes brought from the pandemic will have profound effects in all parts of the world, including those where the process of digitalization is still at an early phase.
The policy dialogue on digitalization of the UCLG 2021 Executive Bureau will highlight the essential efforts that local and regional governments can undertake to ensure technology works for people and the planet during the COVID-19 aftermath.
This session will bring together local and regional governments, technologists and policy makers from different sectors to discuss the role that digital technologies can play in COVID-19 response and highlight examples of technology use that will transform the future of work for the better, strengthen local democracy and protect digital rights, as critical components of the Pact for the Future.

The United Nations General Assembly has confirmed to hold the UN High-Level Meeting on the Effective Implementation of the New Urban Agenda in April 2022 (Quito +5+1), the first formal reporting of Member-States. It is proposed that the 2021 UNACLA Meeting focuses on Pillar 4 of the Work Plan, related to the Advocacy on the New Urban Agenda.
As we advance on accelerating localisation, our constituency is also putting efforts in drawing more attention to the New Urban Agenda as critical building block for achievement SDGs and sustainable, inclusive, fair and safer cities. The New Urban Agenda is a commanding agenda, that includes the recognition of our constituency in the follow-up and review, and that acknowledges core principles, such as the Right to the City.
The New Urban Agenda is identified as an accelerator for the implementation and localization of the 2030 Agenda for Sustainable Development in an integrated manner, and to the achievement of the Sustainable Development Goals (SDGs) and targets, including SDG 11 of making cities and human settlements inclusive, safe, resilient, and sustainable.
Concretely, it plays the role of catalyser for a number of core policies that link up with a number of SDGs and targets: social and inclusive policies, integrated and territorial urban planning, urban-rural continuum, gender equality in an urban context, culture and the support to decentralisation, multi-level governance and participatory approaches in urban life.
Five year after its adoption (Quito +5), the implementation of the New Urban Agenda, including its review and monitoring, at all levels, remains a challenge. Many of the expectations related to a truly enhanced partnership between our constituency and the UN System remain unmet. Yet structural dialogue with all the parts of the system and increased interaction has been ensured.
The 2021 UNACLA Meeting should be the opportunity to further explore actions on the constituency’s inputs towards the Review and Follow-up of the New Urban Agenda prior and to the UN High-Level Meeting.

At a moment in which the survival of both nature and humankind has been put at stake, redefining healthy cities is integral for the survival of our communities. The commitment of UCLG towards health in our territories covers equal access to healthcare, the delivery of basic services as a cornerstone of the health response, and a clean environment in our cities that enables us to weave healthy communities and territories.
The policy dialogue on health of the UCLG 2021 Executive Bureau will highlight the essential efforts that local and regional governments have undertaken in protecting their communities in the COVID-19 pandemic and their perspectives going forward. The session aims at bringing together local and regional governments, representatives from the health community, and policymakers to discuss the future of health in cities, how the response to the pandemic shapes the future of health systems in our territories, and how to involve communities in the decisions that will keep them safe, healthy, and engaged in their cities.

The pandemic has shown us that our cities and territories will never be the same. The local and regional governments gathered within UCLG are determined to use this opportunity to build a better future. One that puts care at the centre of local service provision and policy development.
The time has come to move from gender equality and towards a feminist way of thinking about politics. To shift from the ecological transition and towards the ecological transformation with a new vision on food systems. It is time to rethink what is essential and what common goods need to be protected to ensure dignity and sustainability for all. Empathy, proximity, flexibility and solidarity will be key components of the revisited governance of care that the international municipal movement is getting ready to promote.
This policy debate will give the UCLG leadership the opportunity to table the vision around the key components that will shape the new social contract to be promoted by the Pact for the Future, building on the activities of the organization during the past months and looking ahead towards the end of the year.
