United Nations Advisory Committee on Local Authorities (UNACLA) - Annual Meeting

The United Nations General Assembly has confirmed to hold the UN High-Level Meeting on the Effective Implementation of the New Urban Agenda in April 2022 (Quito +5+1), the first formal reporting of Member-States. It is proposed that the 2021 UNACLA Meeting focuses on Pillar 4 of the Work Plan, related to the Advocacy on the New Urban Agenda.
As we advance on accelerating localisation, our constituency is also putting efforts in drawing more attention to the New Urban Agenda as critical building block for achievement SDGs and sustainable, inclusive, fair and safer cities. The New Urban Agenda is a commanding agenda, that includes the recognition of our constituency in the follow-up and review, and that acknowledges core principles, such as the Right to the City.
The New Urban Agenda is identified as an accelerator for the implementation and localization of the 2030 Agenda for Sustainable Development in an integrated manner, and to the achievement of the Sustainable Development Goals (SDGs) and targets, including SDG 11 of making cities and human settlements inclusive, safe, resilient, and sustainable.
Concretely, it plays the role of catalyser for a number of core policies that link up with a number of SDGs and targets: social and inclusive policies, integrated and territorial urban planning, urban-rural continuum, gender equality in an urban context, culture and the support to decentralisation, multi-level governance and participatory approaches in urban life.
Five year after its adoption (Quito +5), the implementation of the New Urban Agenda, including its review and monitoring, at all levels, remains a challenge. Many of the expectations related to a truly enhanced partnership between our constituency and the UN System remain unmet. Yet structural dialogue with all the parts of the system and increased interaction has been ensured.
The 2021 UNACLA Meeting should be the opportunity to further explore actions on the constituency’s inputs towards the Review and Follow-up of the New Urban Agenda prior and to the UN High-Level Meeting.
