High-level Framing: one century of movement, 20 years of unity (10:00-11:00)
The opening segment of the Executive Bureau will allow us to reflect on the current state of the world, and of our World Organization, paying homage to the history of the movement and reflecting on the 20 years of United Cities and Local Governments, harnessing our collective history to become more fit for purpose ahead of the key milestones ahead, and looking towards the post-2030 world.

High-level Framing: Towards a new financial architecture to ensure care (11:00-12:30)
This segment will bring the voices of local and regional leaders and partners in a high-level framing panel that will imagine the reforms needed to ensure an international financial architecture and governance that finances basic services and places a strong focus on the needs of communities and the planet, and not around profit.
With our sights set on the Fourth International Conference on Financing for Development in 2025, ten years after the adoption of the Addis Ababa Action Agenda, the high-level session will help frame the role of local and regional governments in consolidating domestic public resources within holistic national financing frameworks, mobilizing international development cooperation and addressing the debt crisis. Our constituency recognizes the importance of involving subnational governments and other stakeholders in the discussions around the loss and damage funds and debt suspension mechanisms to reduce the impact of climate challenges, earthquakes and the ever-growing needs of the population. The discussions will feed the upcoming debate of the Policy Council on Opportunities for All: Redefining Finance and Economies of Equality.
