Territory and multilevel governance
The COVID-19 pandemic has challenged the capacity of coordination and collaboration among the different spheres of government, in order to take care of the people during difficult times.
There are many examples that can illustrate the relevance and unique role of a territorial approach to current urgent challenges. At the global level, it is essential to recognize regional governments and metropolitan structures, as well as intermediary cities and their transformative potential, as the best positioned governance systems for enhancing territorial cohesion and to address urban-rural linkages.
Safeguarding public services and the commitment to an ecological transition, food systems, transport and mobility and digital connectivity are among our priorities to leave no one and no place behind.

The #CitiesAreListening Experiences are born from one premise: that our cities will never be the same. From this sentiment that local and regional governments seek to rethink and reshape our territories, in dialogue with our communities, and all stakeholders. This session will aim sharing the lessons learned from the #CitiesAreListening experiences held so far, what our partners bring to the table, and ensure that the visions shared in the #CitiesAreListening experiences are an integral part of the Pact for the Future.
Over the past couple of weeks the 5 Policy Councils of the World Organization, policymaking mechanisms led by local leaders that allow us to strengthen our political debate and develop policy recommendations, have gathered twice -in the form of a Preparatory and a Formal meeting- ahead of the Annual Retreat to further feed the discussions.
The two Policy Councils most related to the Pact for People are, The Policy Council on Opportunities for All, Culture and City Diplomacy: Keys to Sustainable Development and Peace & The Policy Council on the Right to the city and inclusive territories.

- Migration & The Lampedusa Charter 🖼️ Link to Zoom (same session as previous plenary)
This session will address the role of human mobility in the Pact for the People, building on the legacy of the Charter-Agenda for Human Rights in the City, the Marrakech Mayoral Declaration and the Durban Manifesto on Migration. Following the work of the Political Council on the Right to the City, the session proposes to take a further step in the synchronization of the migration agenda around the proposal by Lampedusa to co-create a document by and for communities through a broad and inclusive process that represents all parts of the network and amplifies their voice in global processes. Through a rights-based approach that sees migration as a natural phenomenon, a lever for peace and for the construction of an inclusive collective memory rooted in dignity, this conversation will set the ground to consolidate our global call for a new and fair narrative on human mobility.

As access to technology is becoming a more important part of our daily lives and an integral element of service provision to guarantee inclusion, the discussion on digital rights, and on the role of cities in both developing and guaranteeing these rights and services, will be a critical component of the Pact for the Future for People. The work of the Cities Coalition for Digital Rights, and the Community of Practice on Digital Cities will be presented and next steps will be discussed.

Accessible and Inclusive Cities is a strategic policy pillar of the World Organisation, materialized by the process that led to the adoption of the Policy Paper on the topic during the World Congress in Durban. Recommendations include building the knowledge and leadership within our network to address universal accessibility as a core principle to sustainability and human rights.
This session will present a series of online learning tools in development to support the capacity building of our network to address the policy recommendations and the Global Compact on Inclusive and Accessible cities, The session also aims to explore potential ways to enhance the next phase of capacity building and knowledge development around the topic of universal accessibility, closing with a brief exploration of potential linkages with our priorities on accessibility to other thematic work areas a within the network that could benefit from the knowledge shared and developed through this community.

UCLG is Generation Equality. Since the outbreak of the COVID-19 pandemic, UCLG is calling on the disproportionate impact of the crises on women and girls, the need to develop gender-sensitive responses in cities and territories, and particularly the fundamental importance of enabling local women leadership, decision-making and for the recovery. This year, the World Organization will promote the unique strength of feminist municipalism and the experiences of our female leaders, including at the Commission of the Status on Women (CSW 65), and the Generation Equality Forums in Mexico City and Paris. It’s time to reunite feminist local and regional leaders to end gender-based violence, discrimination and women underrepresentation, especially in public and political spaces.
- Rethinking development cooperation for local governments (session organized by CIB, Region of Catalonia and the Institute for Development Studies) 🖼️ Link to Zoom
As we enter 2021, we can see how the global conversation on development cooperation has taken a new light. How has it evolved over the past century? How have the universal development agendas influenced the way we work? How can we ensure that we bring national governments and the international donor community to respond to the needs of the people, all around the world? This session hopes to bring your visions, your contributions, and your commitments to the table to help us co-create the revised policy statement that UCLG and its CIB Working Group are preparing in the next months, which will itself feed our Pact for the Future.

The first 3 waves of action -on Housing, Migration, and Local Finance- came to an end in 2019 with a resounding success. The session in the Retreat will aim at exploring potential topics for the next Waves of Action by building on the lessons learned from 2018-2019, ensuring they align with the priorities of our World Organization, and leading the way towards our 2022 Congress.

- GCoM Session on Collaborating towards the Race to Zero and Race to Resilience 🖼️ Link to Zoom (same session as previous plenary)
The Race to Zero and Race to Resilience have been launched by the UNFCCC Climate Champions as the platforms to capture ambition and action of the non-party stakeholder community towards COP 26. GCoM is therefore working with our alliance of partners in the coming months to confirm an appropriate approach for engagement and outreach to cities, recognizing that there are many existing campaign and programs already focused on these areas. As such, close collaboration with UCLG sections around the world will be crucial. The objective of these campaigns are to build momentum around the shift to a resilient and decarbonized economy ahead of COP26 and send a resounding signal to governments who are expected to strengthen their contributions to the Paris Agreement. This session will focus on providing information on GCoM’s role and discussion on how UCLG sections might best engage on these two key campaigns, including how this can be most impactful and beneficial for cities including an example from one of the sections.
- Culture & Nature 🖼️ Link to Zoom
Our values are the basis of our actions, the glasses we use to see the world, the frames we accept to transform it. The way we understand culture and nature is based on those frames. If holistic and ambitious, a Pact for the Future will need to make more explicit the interconnections and the interdependency of frames, as dimensions of development.
UCLG is a global champion of the advocacy of culture as the fourth pillar of sustainability and promoted several standard-setting documents that place heritage, creativity and diversity at the centre of local development, such as Culture 21 Actions. UCLG has also supported and promoted the Universal Declaration of Humankind Rights as a fundamental document relating the right of humanity and of all living species to exist.

📑 Culture, Climate Change and Sustainable Development: Briefing
- Stepping up the UCLG-FMDV Strategy on Localizing Financing for Sustainable Urbanization and Territorial Development 🖼️ Link to Zoom
Building on the progress and challenges of the implementation of the ‘Strategy on Localising Financing for Sustainable Urbanisation’, three years after its adoption by the Executive Bureau in 2018, we think it is key to give it a new impetus.
Two challenges are ahead of us. Firstly, we need to clearly identify a set of policy modalities, tools and instruments that we need to better and more effectively promote in order to move our agenda forward. What does recent experience tell us about the levers of action that should be prioritised to increase local and regional governments' access to finance: a reinforced involvement of national governments on financing urban and territorial development, strengthening financial intermediation at national level, technical assistance to support the structuring of pipelines of local projects, rebuilding the local fiscal space, developing guarantee and credit enhancement mechanisms for access to external financing and blended finance etc.?
A second challenge is to raise the profile of these solutions in the international debate. We certainly need to continue our advocacy work, particularly within the United Nations system. But we must also flesh out this advocacy by putting forward actionable proposals based on the experience of our constituency. And also focus on some specific global agenda monitoring spaces where these messages can be conveyed in a more forceful and compelling way – such as the ECOSOC Forum on Financing for Sustainable Development and the High-Level Political Forum on Sustainable Development.

Food systems provide a concrete example of the importance of considering and addressing urban-rural linkages for a planet- and people-safe ecological transition, because they ensure increased resilience, strengthened economies and the engagement of local communities.
Food production and consumption have direct and indirect impacts on GHG emissions, species conservation, and people's relationship with their surroundings and the environment. Food systems are therefore central to the climate change and biodiversity agendas, and consequently to the ecological transformation of the territory.
They are also a key element in the development of the 2030 and Urban Agendas, which require a territorial vision in this area, as local and regional governments play a fundamental role in the planning and management of food systems.
The United Nations Summit on Food Systems is scheduled for next autumn and UCLG wants to arrive there with a position on the essential role that local and regional governments, together with producers, are playing in guaranteeing food for citizens and defending the environment.

The Digital Revolution of the Movement

The mandate we have is clear: we must move from social distance to a world driven by communities. In order to achieve this, we have adopted the mandate to develop a far-reaching Pact for the Future whose main agreement is to deepen the democratic process and transformation of cities and territories. The Pact should reflect the principles, values and aspirations shared going beyond the international agreements. They should challenge the international community to go further and showcase the commitment and capacity of those that regularly contribute to international policy but are not yet fully included in the formal processes.
A Pact for People: Defining the Future with and for/by the communities. The Pact for People means ensuring that the sacrifices made now will reflect on a better life for future generations. The Universal Development Agendas will be the framework upon which to ensure access to basic services, co-creation with our communities, and the defence of the rights of our communities are at the core of our renewed strategy.
A Pact for the Planet: Defining the Commitments toward Sustainability and Resilience. We will remain committed to pursuing the necessary global ecological transition, especially in view of the renewed threats that we are facing. From our position as a municipal movement, we will contribute to raising the ambition of our efforts to tackle the climate emergency and contribute to the sustainability and resilience of our planet.
A Pact for Government and Democracy: Defining Governing in Partnership. The new strategy will continue to put our communities at the core of the decision-making mechanisms, building peace and prosperity from our cities and our regions. The transition from an international system to one driven by our communities will be at the core of our efforts, as will be the renewal of the multilateral system to ensure the next generation of multilateralism by the time the UN turns 100.

Fostering the localization of the Global Agendas is at the heart of the priorities of UCLG as a global network. Providing the local perspective to the national policies and in particular the national reporting is an important part of this process. UCLG has been promoting the development of so-called ‘Voluntary Subnational Reviews’ (VSR) in six countries. Building on last year's experience and the lessons learnt, this year we are facilitating the elaboration of VSRs in eight other countries, in direct collaboration with national associations of local and regional governments.

The breakout session will enable us to join forces to operationalize solidarity among members to help local and regional authorities to face crisis and build back resilient. The session will connect and synchronise with part of the work programme including the UCLG International Solidarity Fund, a new tool for solidarity and engage with projects underway in Indonesia, Mozambique, Lebanon, Ghana and Mali.
- Connecting across Habitat Rights and the Right to the City: building on the dialogues with United Nations Special Rapporteurs 🖼️ Link to Zoom
Building on the Town Hall process that articulated the dialogue of the World Organization with civil society, UCLG, HIC and the Platform for the Right to the city have been fostering structural dialogue with the United Nations Special Rapporteurs. This session will present the state of this dialogue and put up for discussion possible next steps in order to guarantee synchronization with the different parts of the network and contribute to influencing the multilateral system while consolidating the seat at the global table.

Recognizing the need to strengthen network and collective action and the effort and implementation of local and regional governments actions towards the global agenda’s delivery, the Local4Action HUBs initiative by UCLG celebrates practices and processes locally developed and supports their dissemination, scalability and replicability, to accelerate the global agendas’ localization. The initiative aims to scale up knowledge, share and promote open dialogue, investment and collaboration between territorial stakeholders to achieve transformational objectives. Therefore, it can be considered as a key platform to analyze, explore and communicate the importance of local actions towards the implementation of the global agendas.
The Local4Action HUBs by UCLG initiative anchors the global agendas’ localization on members’ innovative practices, processes and initiatives, providing the platform to connect, synchronize and accelerate the delivery of the global agendas, setting cities and regions as main actors for global sustainability. It provides visibility and a UCLG label to local and regional government ambitious and transformative initiatives, setting local approaches to sustainability at the forefront of the global conversation.
In the framework of the UCLG Retreat and Campus 2021, this session aims to raise awareness and promote interest in the Local4Action HUBs initiative, as a unique space for networking and learning for local innovation. It invites current initiatives, other local and regional governments and partners to discuss the importance of local actions towards global sustainability. It will promote the generation of new ideas, partnerships, elements, inputs for the political processes about 2030 Agenda and invite others to join this global dynamic.

The UCLG Learning session will open space to our network’s increasing learning activities and actors, thinking about the necessary steps to more synchronization and diversification, showing: the possibilities of promoting learning events and contents on the new #LearningWithUCLG platform; how to join the trainers community and use the new ToT Modules (online and through regional focal points); and embed members’ best practices of members into learning methodologies (adapting peer learning in virtual and hybrid formats).
